Dear Erik:

\J    	As you have heard, opposition has arisen to holding the conference in the
Soviet Union.  Independent of this, I have been thinking that we have to do 
something to implement our condition that all delegates, including Israelis, be
able to attend.  The enclosed two files give my current state of mind.

	In contrast to Minker, et.al., I think that we are obligated to hold
the conference in the Soviet Union as scheduled if we can satisfy ourselves on 
the delegate problem, because all other considerations that have arisen, arose 
before we made the decision.\.
